SUBSTANCE: invention relates to image encoding means. List of potentially suitable affine motion vector predictors (MVP) for the current block is formed. Control point motion vector predictors (CPMVP) are derived for control points (CP) of the current block based on the list of potentially suitable affine MVPs. Control point motion vectors (CPMV) are derived for control points of the current block. Control point motion vector differences (CPMVD) are derived for control points of the current block based on control point motion vector predictors and control point motion vectors. Motion prediction information is encoded, including information on differences of motion vectors of control points. Formation of a list of potentially suitable affine MVP comprises steps of: checking whether an inherited potentially suitable affine MVP of the current block is available, wherein the inherited potentially suitable affine MVP is output when the inherited potentially suitable affine MVP is available.
