SUBSTANCE: invention relates to the field of communication. The participant routing dispatcher (218) evaluates (755) that different subsets of data (310) to be transmitted from a subscriber device (110) to another subscriber device (112) may use different, appropriate quality of service (QoS) offered through different wireless communication networks (121, 123) associated with a ground base station (131) and a satellite (135) or a high-altitude platform (137). The participant routing dispatcher (218, 226) instructs sending (704) a message with a routing command to the subscriber device (110) directing the subscriber device (110) with the ability to switch (760) to the dual connection (DC) state to the ground base station (131) and the satellite (135) or the high-altitude platform (137) and transmit (710, 712) various subsets (311, 312) of data (310) in accordance with the QoS offered through various wireless communication networks (121, 122, 123), which are associated with the ground base station (131) and the satellite (135) or the high-altitude platform (137).
EFFECT: achievement of a more efficient distribution of bandwidth between different RAT, which are supported by a wireless network.
