The device includes an emitter in the form of positive and negative electrodes, a wire with a connector for supplying electrical energy and a dielectric handle. The emitter is made in the form of a crescent-shaped comb consisting of two heteropolar conductive plates separated by a dielectric. The working surface of the radiator is the inner part, repeating the shape of the human scalp. The base of the emitter in the form of a comb is made with two arcs in mutually perpendicular frontal and horizontal planes, with the possibility of installing the emitter body at an angle for contact with one tooth of the positive electrode, the other, negative with the surface of the scalp.
