FIELD: monitoring systems.

SUBSTANCE: invention relates to the field of monitoring of activity of fishing fleet vessels and traceability of fish products, using space navigation and communication systems. An information and analytical system for monitoring of activity of vessels of fishing fleet, catch control, processing, and movement of aquatic biological resources and products made of them contains a monitoring center, which interacts with the industry monitoring system; integrated multifunctional vessel complexes, each of which has its own identification number and includes a multifunctional navigation and communication complex, and is installed on controlled vessels for collection, accumulation, and registration in non-volatile memory, and transmission of data, including at least an identification number, navigation data, data on used catch tools, data on quantitative characteristics of catch and manufactured products, images, data on emergency situations, while integrated multifunctional vessel complexes are connected to vessel equipment selected from a list including at least equipment of an automated identification system and an “Electronic Fishing Journal” vessel complex, and a monitoring center; RFID identifiers for catch tools, and RFID identifier readers located on vessels, connected to corresponding integrated multifunctional vessel complexes and the monitoring center, RFID identifiers and readers of RFID identifier data connected via the Internet to the monitoring center; means of the “Mercury” veterinary electronic certification system, connected to the monitoring center; means of a system for marking and tracking goods of an “Honest Sign” system type, connected to the monitoring center; means of cold chain monitoring system, connected to the monitoring center.

EFFECT: provision of a full-fledged complex solution to the problem of countering IUU fishing, uncontrolled transportation, and illegal trafficking of aquatic biological resources (ABR), which allows for tracking the location of fishing vessels with a high degree of reliability and conducting fishing operations in accordance with available permits, and also for control of all stages of a life cycle of aquatic biological resources (from catch to delivery to the final consumer) based on objective instrumental control with minimization of the influence of the human factor and maximization of the use of existing and created systems for tracking and labeling products.
