SUBSTANCE: invention relates to encoding and decoding, in particular, to a random access image and to the process of display thereof in a multi-layer encoded video stream. Proposed are systems and methods for decoding an encoded video stream. The method includes receiving an encoded video stream including an access block including an image; signalling, in the access block divider of the encoded video stream, a first flag indicating whether the access block includes one or does not include any of the image of an internal random access point (IRAP) and the image of a gradual decoding refresh (GDR); signalling, in the header of the image of the encoded video stream, a second flag indicating whether the image is an IRAP image; and decoding the image as the current image based on signalling the first flag and the second flag, wherein the value of the first flag is matched with the value of the second flag.
