SUBSTANCE: technical result is achieved by determining a first priority information for communication with the first operator network from at least two operator networks in response to the state of connection to the first operator network; receiving a second priority information for communication between the second operator network from at least two operator networks and the terminal from the paging message in response to receiving a paging message from the second operator network; and determining whether the state of connection to the first operator network should be maintain or it is preferable to disconnect from the first operator network and respond to the paging message of the second operator network, based on the first priority information and the second priority information.
EFFECT: terminal being able to choose whether it should maintain the state of connection to the first operator network or disconnect from the first operator network and respond to a paging message of a second operator network, thereby better satisfying the actual requirements of the first operator network and the second operator network while providing communication for the terminal.
