SUBSTANCE: invention relates to an image coding device and method for controlling contour filtering. The technical result is achieved in that the information necessary to control the in-loop filtering performed on the virtual boundaries can be effectively signalled by the encoder. Thus, based on the virtual boundary enable flag, information relating to whether in-loop filtering on 3n virtual boundaries is available can be signalled.
