Image information including residual information and information related to in-loop filtering is encoded. Moreover, the image information includes a sequence parameter set (SPS) and a picture header. When the SPS includes information related to the sub-picture, information about the number of virtual borders and information about the positions of virtual borders are not included in the picture header, but are included in the SPS.
