SUBSTANCE: invention relates to video encoding and decoding. Technical result is provided by receiving, by video decoder, a video bitstream containing a picture, EDGE_VER and loop_filter_across_subpic_enabled_flag, wherein the picture contains a sub-picture; and setting filterEdgeFlag to 0, if edgeType is equal to EDGE_VER, left border of current coding unit is left border of sub-picture, and loop_filter_across_subpic_enabled_flag is equal to 0.

EFFECT: reduction of blockiness artefacts at the border, common for two adjacent subpages, when these pictures have different flag values loop_filter_across_subpic_enabled_flag[i].
