FIELD: radio communication equipment.
SUBSTANCE: receiving, from the initial transition cell, by a terminal, several information elements and transition conditions for candidate cells, wherein said transition condition for said one candidate cell from among candidate cells includes a first condition or a second condition. Terminal concludes that the first condition is satisfied when the radio communication quality value of said one candidate cell exceeds the value obtained by adding an offset to the radio communication quality value of the initial transition cell, if the transition condition includes the first condition. Conclusion is made by the terminal that the second condition is satisfied when the value of the radio communication quality of the initial transition cell becomes below the first threshold value, and the radio communication quality value of said one candidate cell becomes higher than the second threshold value if the transition condition includes the second condition. Terminal is used to start the timer at the time when the first condition or the second condition is satisfied. Terminal is used to synchronize with said one candidate cell and, by the terminal, transition to said one candidate cell as a final transition cell without receiving a transition command until the timer expires. Terminal performs repeated selection of a cell other than candidate cells after the timer expires.
EFFECT: elimination of cell transition delay.
