FIELD: radio messaging.
SUBSTANCE: invention is related to a terminal that transitions to a target radio base station without receiving a handover command. To achieve the result, the terminal receiving unit is configured to receive the first radio resource control RRC Reconfiguration message from the source radio base station including information about the candidate cell and a transition condition to the candidate cell. The terminal transmission unit is configured to send the radio resource control RRC Reconfiguration Complete message for the first configuration message to the source radio base station. The control unit of the terminal is configured to monitor the transition to candidate cell condition after transmission of the RRC Reconfiguration Complete message and change the candidate cell information and transition condition to the candidate cell based on the second RRC Reconfiguration message received from the source radio base station after transmission of the RRC Reconfiguration Complete message. When the transition condition is met, synchronization with the candidate cell and transition to the target radio base station that configures candidate cell information is performed without receiving a handover command.
EFFECT: simplification of the messaging system and avoiding the costs associated with introduction of new types of messages.
