SUBSTANCE: invention relates to underground repair of oil and gas producing wells and is intended for making a hole in the wall of tubing and casing pipes. Device comprises a housing with a radial channel and a high-pressure chamber, a piston with a working member installed in the radial channel, a cylinder rigidly and coaxially connected to the housing, rod with retainer, installed movably in the chamber and kinematically connected to the drive by means of a shear pin, stock and working chambers in the cylinder, starting valve rigidly and coaxially connected to the cylinder and separating the working chamber from the environment, a plug and an anchor arranged and fixed in the starting valve. Housing is equipped with a guide rigidly and coaxially connected to the cylinder. Drive is made in the form of a hollow pusher equipped with a piston with a collar interacting with the inner surface of the cylinder. Inside the pusher there is a damper piston arranged with the possibility of axial movement, which forms a damping chamber with the piston with a collar, which is hydraulically connected to the rod chamber by means of throttling holes. On the inner surface of the valve housing there is a bore. Starting valve armature has hydraulic channels forming a throttle. Armature is equipped with a spring ring. Pin provides kinematic connection of hollow pusher with guide. Pin length provides kinematic connection of the pusher and the rod head along two sheared sections of the pin, and with the guide – along one sheared section of the pin.
