SUBSTANCE: invention is intended for shutting off and controlling flow rate of working medium. Shutoff and control valve comprises a body with inlet and outlet channels and a through cylindrical hole made in the inner wall of the body separating said channels, as well as a control element made in the form of a cylindrical element with a head at its end, installed coaxially in through cylindrical hole with possibility of its displacement along their common longitudinal axis until contact of head with inner wall of housing. Portion of the outer surface of the cylindrical element, located directly in the through cylindrical hole, is in contact with the wall of the latter, note here that at least one variable-depth groove is made on cylindrical element outer surface to make channel communicating inlet and outlet channels.

EFFECT: resistance to flow pulsations and increase in noise, possibility of accurate and smooth adjustment of working medium, increased reliability of the structure, which consists in its simplification, improvement of operational properties and repairability.
