Said technical result is achieved by determining that transmission of feedback of a downlink hybrid automatic repeat request (HARQ) process is delayed, and starting a downlink HARQ timer of the HARQ process at the position of the first symbol after the position of the end of transmission of the resource for the delayed transmission time, so that after postponing the HARQ process feedback transmission of the terminal device, the network device may still transmit retransmission scheduling information during the terminal device DRX activation.
EFFECT: high reliability of data transmission.
