SUBSTANCE: invention relates to decoding video based on arithmetic decoding. Proposed is a video decoding device, comprising: a receiver of a bitstream, including the location information of the last conversion block coefficient; arithmetic decoder for obtaining a bit string of the last position location prefix from the location information of the last coefficient by performing contextual arithmetic decoding with respect to the bitstream, and when the bit string of the prefix exceeds a predetermined value, obtaining a suffix bit string from the bitstream; reverse binarization unit for reverse binarization with respect to the bit string of the prefix and performing an inverse binarization with respect to the suffix bit string to obtain the suffix subjected to the reverse binarization; and a symbol repairer for recovering a symbol indicating the location of the last conversion block coefficient by using a prefix and a suffix subjected to a reverse binarization, wherein the range of the value of said prefix is determined based on the size of the conversion unit and the range of the value of said suffix is determined based on the value of said prefix, and the symbol value indicating the location of the last conversion block coefficient is restored using the values mentioned prefix and suffix.
EFFECT: technical result is an increase in the efficiency of the symbol decoding process.
