SUBSTANCE: invention relates to video encoding/decoding based on arithmetic coding. Disclosed is a method of decoding video by decoding symbols, which includes: parsing symbols of blocks of images from the received bitstream; classifying the current symbol into a prefix bit string and a suffix bit string based on a threshold value determined according to the size of the current block; performing arithmetic decoding using an arithmetic decoding method determined for each of a bit string of a prefix and a suffix bit string; and performing conversion from a binary form using a binary conversion method, determined for each of the bit string of the prefix and the suffix bit string.
