FIELD: video encoding.

SUBSTANCE: result is achieved by the fact that by means of the video encoder: setting the first flag in the sequence parameter set (SPS) to a value specifying that the second flag is present in the header referencing the SPS, providing in SPS an indicator of the length of the value of the most significant bits (MSB) of the picture sequence number (PSN) in the header, setting the second flag in the header to a value specifying that the PSN MSB value is present in the header, SPS and header are encoded into a bit stream and the bit stream is stored for transmission to a video decoder.

EFFECT: high efficiency of video compression.
