SUBSTANCE: invention relates to video encoding. Result is achieved by receiving a bit stream including a sequence parameter set (SPS), comprising a first flag and an indicator of the length of the value of the most significant bits (MSB) of the picture order count (POC), when it is present in the header referring to the SPS, where the value of the first flag specifies that a second flag is present in the header referring to the SPS, and where the value of the second flag specifies that the MSB POC value is present in the header; determining the POC value based on the MSB POC value; identifying a snapshot from the bitstream based on the POC value; and this picture is decoded to obtain a decoded picture.
EFFECT: high efficiency of video compression.
