SUBSTANCE: invention relates to video encoding. Result is achieved by receiving a bit stream including an access unit (AU) to the beginning of a coded video sequence (CVSS), wherein the CVSS AU comprises a snapshot unit (PU) for each layer and wherein the coded snapshot in each PU is a snapshot of the beginning of a coded video sequence (CLVSS); identifying an encoded picture from one of the layers based on a picture order count (POC) value and decoding the encoded picture to obtain a decoded picture.
EFFECT: high efficiency of video compression.
