FIELD: electrical engineering.

SUBSTANCE: invention relates to electrical engineering, in particular to equipment for starting internal combustion engines of vehicles, and can be used to start internal combustion engines of cars or other vehicles with discharged standard storage battery. When charging lithium-ion battery (8) from an external charger, control unit (25) protects batteries (26)-(27) from overcharging and provides a balance of voltages between them. At the end of charging, control unit (25) generates a signal to transistor control unit (16), to which the signal from transistor base (5) arrives. Connectors (33) are connected directly to the vehicle internal combustion engine standard starter circuit. Start button (32) is pressed. Transistor control unit (16) controls the current so that its value increases smoothly due to pulse control by transistor (13) and does not exceed the current limit value for lithium-ion accumulator battery (8). Current flowing during pause during pulse control due to energy accumulated in inductance of vehicle internal combustion engine starter windings is closed through reverse diode (29). After start-up is completed, the vehicle internal combustion engine starts operating in the nominal mode, the vehicle standard storage battery is charged from the standard generator driven by the vehicle engine. After that, the portable starting device for starting internal combustion engines is disconnected from the starter of the internal combustion engine of the vehicle.
