SUBSTANCE: invention relates to the field of organization of complex production of carbamide from ammonia and CO2. Invention relates to a method of producing carbamide based on combined production of hydrogen and carbon dioxide, comprising steps, in which gaseous hydrocarbon feedstock is supplied in two streams to the steam reforming and carbon oxide conversion unit, the process gas obtained as a result of steam reforming and conversion of carbon monoxide is supplied to the carbon dioxide cleaning unit, as a result, a stream of carbon dioxide gas CO2, with concentration of not less than 99 wt.%, it enters the carbamide production unit, and the technological hydrogen-containing gas purified from carbon dioxide, with a hydrogen content of at least 95 mol.%, is fed to the short-cycle adsorption unit, in which the technological hydrogen-containing gas is purified to a hydrogen content of at least 99.95 mol.%, the gas purified in the short-cycle adsorption unit, with a hydrogen content of at least 99.95 wt.%, is supplied to the ammonia synthesis section, the urea production unit is supplied with liquefied ammonia obtained in the ammonia synthesis section and carbon dioxide obtained in the carbon dioxide purification unit, where ammonia and carbon dioxide are compressed to a pressure of 16 MPa, at which urea synthesis is carried out, after which they are loaded into the synthesis column carbamide.
