SUBSTANCE: device includes a hydraulic telescopic cylinder, a support, a row of ropes, an extension cable, a retraction cable, a main boom, as well as a first boom section, a second boom section and a third boom section, which are connected in series to the main boom in several levels. Support is attached to the upper part of the hydraulic telescopic cylinder. One end of the hydraulic telescopic cylinder is attached to the main boom, and the other end of the hydraulic telescopic cylinder is attached to the first section of the boom. One end of the row of ropes is fixed on the main boom, and the other end of the row of ropes is fixed on the second section of the boom, bypassing the first pulley on the hydraulic telescopic cylinder. One end of the extension cable is fixed on the first section of the boom, and the other end of the extension cable is fixed on the third section of the boom, bypassing the second pulley on the second section of the boom. One end of the retracting cable is fixed on the first section of the boom, and the other end of the retracting cable is fixed on the third section of the boom, bypassing the third pulley on the support and the fourth pulley on the hydraulic telescopic cylinder.
