FIELD: catalyst chemistry. SUBSTANCE: process starts with mixing solution of H2PdCl4 (0.025-0.5 mole/l) with solution of Na2CO3 (0.05-1.0 mole/l) during 1.5-6.0 s, where their molar ratio is equal to 1:2-3. After that, the resulting solution with pH being equal to 6.5-8.6 is applied to carbon carrier at 5- 25 C in the amount of 10-100% of pores volume. The catalyst performance is 0.28-1.28 mole/g of the catalyst per min at the hydrolysis stage. It is equal to 0.85-1.21 mole/g of the catalyst per min at the ammonolysis stage. EFFECT: enhanced activity and selectivity of the catalyst. 1 tbl
