Pipeline 1 with negative floatability and sagging is kept at design level with ribbons 2 performing tension as suspensions. Pockets formed with ribbons 2 and filled with ground 9 are operated to increase keeping capacity of backfilling when pipeline 1 has positive floatability and is flooded.
