FIELD: treatment of metals. SUBSTANCE: the concentrate comprises (wt % ): 20-30 a product of oleic acid or C₁₂-C₁₈-vegetable oil fatty acids is treated with diethanolamine at 130-150 C; 24-38 petroleum oil; 2.2-4.9 boric acid; 11-20 polyethylene glycol; 2-6 phenyl carbinol; 0.5-3.0 polyoxyethylated alkylphenol having 4-6 oxyethyl groups; and water, the balance. While handling the claimed liquid, no isobutanol and oil mist were found in the air; while handling the prior art liquid, the content of isobutanol and oil mist in the air were found to be 59.8 and 0.1 mg/mg/m³ accordingly and the foam stability was reduced from 150 to 10-20 cm³.
