SUBSTANCE: invention relates to electrical engineering and can be used for making fuel cells, for decomposition of oxygen-bearing gases for production of oxygen, decomposition of water for hydrogen generation, etc. Proposed method comprises impregnating substrate with metal salt solution and annealing. Note here that said salt solution is represented by saturated salt of cerium (ammonium-cerium nitrate - Ce(NH4)(N03)3).

EFFECT: higher stability of electrode operation.
