FIELD: mechanical engineering. SUBSTANCE: multilayer composite material made of steel contains 0.002 to 0.55 % (mass) of carbon, 0.15 to 0.8 % (mass) of silicon and balance iron and of reinforcing or cladding component consisting of high-alloy powder steel containing following ingredients: 0.8 to 2.8 % (mass) of carbon, 3.3 to 21.0 % (mass) of chromium, 0.15 to 0.4 % (mass) of manganese and balance iron. For manufacturing multilayer composite material hard insert is placed into mould, this insert being made in the form of container filled with powder, composition of which corresponds to composition of reinforcing or cladding component. Then mould is filled with liquid steel corresponding to composition of basic component. After that ingot is subjected to deformation and mechanical working. Obtained material is used for production of various tools, for example cutters for metal turning and milling, knives for working various organic materials, circular saws and soil-working tools. In the course of manufacture of materials for different tools steel of basic, cladding or reinforcing layer is alloyed in compliance with required properties of final steel.
