Basin 8 is divided into central portion 7 and peripheral portion by means of partition 9. Discharge pipe line 10 is connected to central zone of basin 8. Air is fed to mechanical-draft tower through ports 11. Mechanical-draft tower has recirculating pipe line connected to peripheral portion of basin and to central plate of water distributing tubes.
