SUBSTANCE: device is made in the form of an impeller which has two intersecting partitions in the form a rectangular triangle with a blind cutting in the middle of the hypothenuse, and the cutting slot length is no less than half the height of the triangle. The partitions are connected to each other in the middle part and to a shaft. The impeller is made with rings embracing it, each of which is located in the plane corresponding to its partition.
