SUBSTANCE: envelope made of optically transparent material with hermetically installed electrodes is filled with inert gas with additions to provide it with copper and plumbum halides in amount from 0.05 to 4.0 and 0.05 to 6.0 mc·mol/cm3. Inert gas pressure is from 13.3 to 220.0 kPa. Additions with cobalt halides in amount from 0.12 to 12.0 mc·mol/cm3 can also be introduced into filler.
