FIELD: light industry. SUBSTANCE: apparatus has cylindrical cement applying roll 7 with drive for rotation of roll 7. Roll 7 is located in thick-walled cement containing vessel 5, with a portion of roll 7 being disposed below bottom line of vessel 5. Shoe part positioning and moving device is disposed below vessel 5. Roll 7 is provided with blind metering holes made in its side surface and is positioned for adjustable resilient biasing shoe part positioning and moving device. Vessel 5 has unit providing relative motion between roll 7 and shoe part positioning and moving device, which has table 16 with rack-pinion drive and spring-loaded rack 15 mounted on surface of table 16. Gear coupled with drive is fitted onto shaft of roll 7. Portion of inner wall of cement-containing vessel 5 adjoining its bottom are defined by arc portions, where cylindrical roll 7 is located and fitted in arched walls of vessel 5. Opening for exit of a portion of roll 7 from vessel 5 is made in its bottom. EFFECT: high quality of cementation of shoe parts and enhanced reliability in operation. 4 dwg
