FIELD: physics. SUBSTANCE: process provides for addition into heavy inert gas of monatomic gas with energy corresponding to growing part of section of shape-elastic scattering of electrons on atoms of inert gas and of molecular gas capable of resonance character of electron excitation of oscillatory levels with maximum in region of Ramsauer minimum of section shape-elastic scattering of electrons. Optical excitation of impurity anions is conducted with subsequent formation of photoplasma initiated by processes of chemoionization in order to obtain negative conductance in three-component gas mixture. Depending on mode of optical excitation process ensures both pulse-periodic and stationary modes of existence of negative conductance which value grows 100-1000 fold.
