Device implementing this conversion has information input 1, first counter 2, unit 3 of shift registers, parallel register 4 for information storage, AND gate 5, pulse former 6 and unit 7 of period measurement which includes clock pulse generator 8, second and third counters 9 and 10 functionally intercoupled.
