FIELD: preparation of water-oil emulsions. SUBSTANCE: disperser is made of a cavitation supersonic mixer, one of mixers being disposed in the line of one of the components and the other mixer, in the emulsion line. Controlling effect of the feed-metering device of the other component is provided by the difference of pressures of saturated vapors in cavitation spaces of said mixers. Before mixing of components, their temperatures are equalized, the excess pressure after mixers is maintained at a level twice as low, or more, as the pressure before them and the exceeds pressure of liquid before the mixers is maintained at not less than 0.15 MPa. The system for realization of the method comprises a line for one component with the metering device, a line for the other component and an emulsion line with a pump and hydrodynamic disperser forming a closed recirculation loop communicating with the line of the first component through the disperser.
