FIELD: metallurgy. SUBSTANCE: method includes steel making in converter. The steel comprises (per cent by weight): 2.5 4.0 silicon, 0.3 0.6 aluminum, not more than 0.08 carbon, 0.01 nitrogen, 0.01 sulfur, 0.02 phosphorus, 0.2 chromium, nickel, copper each, the balance being iron and controllable manganese additions. The method also includes hot rolling, normalizing afterrolling and single cold rolling with intermediate and final annealing for the final thickness followed by final annealing in wet nitrogen/hydrogen atmosphere at 950 1050 C temperature in through furnace. Manganese content in steel making is provided on the basis of the following relation: [Mn] 1,0+10-1[Si]-103[S] [C] ± 0.05 where [Mn] [Si] [S] [C] are manganese, silicon, sulfur and carbon concentrations.
