FIELD: heat exchange engineering. SUBSTANCE: system has a loop for a heat carrier which includes steam generator 1 and heat exchanger 2 whose surface is cooled with water from an atmospheric tank. Vertical pipe 8 with orifices arranged over its height is mounted inside the tank. The orifices serve for controlling the flow rate of cooling water that allows the heat withdrawing power of the system to be passively changed according to a given low.
