SUBSTANCE: device has power transformer 1 which primary winding is connected to terminals for connection of primary power supply through alternating current switch having diode bridge 2 and switching transistor 3 in control diagonal. In addition device has power rectifier 4, which input is connected to secondary winding of power transformer 1, smoothing filter 5, which input is connected to output of power rectifier 4 and which output circuit is connected to terminals for load connection. In addition device has time delay RC-circuit 9, which is connected to current-setting circuit between output of additional rectifier 8 and base circuit of switching transistor 3. additional starting transformer 6, which primary winding is connected through decoupling capacitor 7 to terminals for connection of primary power supply, and which secondary winding is connected to input of additional rectifier 8.
