SUBSTANCE: method involves moistening end surface of rod-shaped transportation member by aqueous solution of substance to be dispensed; dispensing predetermined amount of this substance onto this surface, providing transportation and contact of this surface with carrier surface, with temperature of aqueous solution of substance and temperature of end surface of transportation member in the process of dispensing a dose of solution and transportation being maintained substantially equal to ambient air dew point. Apparatus has base formed as plate with rods secured on one side of plate with their one ends. Free ends of rods are disposed in one plane. Apparatus has device for maintaining the temperature of end surfaces of free ends of rods substantially equal to ambient air dew point.
