SUBSTANCE: double-electric-layer capacitor has two electrodes impregnated with electrolyte and spaced apart by means of ion- conducting separators and two current collectors impenetrable for electrolyte and inert to it which embrace electrodes and are separated over perimeter with insulating spacer. Electrodes are made of mixture of active carbon particles, porous elastic dielectric, and polymeric binder. Content of dielectric particles in mixture is as follows, volume percent: 1-30.
