FIELD: electrical engineering. SUBSTANCE: capacitor has two electrodes spaced apart by ion-conducting separator and impregnated with organic electrolyte as well as capacitor plates that embrace electrodes made of metal inert to electrolyte and separated over perimeter by dielectric spacer. Electrodes are made of carbon fibers impregnated with polymeric binder, baked under pressure, and subjected to quality control by absorbing blue methylene dye in amount of at least 200 mg per g of electrode material. Outer surface of electrodes carries metal layer, 0.25-5 mcm thick, applied by vacuum deposition method and metal layer, 5-250 mcm thick, applied by plasma deposition method. Last layer is tightly joined with capacitor plates. EFFECT: improved stability of electric characteristics in the course of operation, improved reliability of capacitors. 6 cl, 2 dwg
