Apparatus is further provided with two actuating mechanisms 15,16 for regulating flow rate, two distributing collectors 13 and two auxiliary pipelines 14. Electrodes are made hollow, with perforations. Electrodes are connected with pipelines and actuating mechanisms for regulating flow rate.
