FIELD: shipbuilding. SUBSTANCE: float and weight are connected by means of rope. Located in turn along rope are hinged plate members provided with stops and spokes. Spokes are radially mounted inside cylindrical housing over open ends. Plate members are made in form of blades which are mounted as cantilevers on upper or lower spokes for limited turn. Cylindrical housing are mounted rotatably on rope by means of bearing bushes connected with spokes. Stops are secured on inner side surface of housing above or under spokes and rope above or under bushes. Width of blades over circumference exceeds distance between spokes over circumference.
