Technological solution is used in form of compound containing, mas.%: 10-40% concentration of sodium or potassium hydroxide 5.0-10.0; emulsifying agent - stabilizer ES-2 3.0-5.0; methanol 1.0-3.0; the balance, hydrocarbon solvent.
