FIELD: medicine. SUBSTANCE: method involves carrying out pulsed electric stimulation through cutaneous electrode by introducing charge of 10-8-10-5 Q during 10-6-10-2s s and concurrently carrying out retina photostimulation through the eye crystalline with light pulse in the optical range of wavelengths with 10-3-10-1J J power and 105-10-2s s duration. Phase synchronization of stimulation pulses with blood circulation pulses in the internal carotid artery branch is provided. Stimulations are administered daily in 100-500 pulses long cycles with 3-5 pauses from 3 to 5 min. The whole treatment course consists of 10-15 cycles. The device has high voltage transformer, coordinating unit, photostimulator, rectifier, active electrode, ground conductor and charge removal circuit having passive electrode and current- limiting resistor connected in series. The coordinating unit output is connected to photostimulator and high voltage transformer inputs. The high voltage transformer input is connected to rectifier output. The first output of the rectifier is connected to active electrode, the second one is connected to ground conductor. The charge removal circuit is also connected to ground conductor.
