FIELD: generation of synthesis gas as the basic intermediate raw material of the industry of organic synthesis in production of methanol, carboxylic acid and hydrocarbons. SUBSTANCE: industrial flue gases are continuously passed through gas selective membranes for extraction of carbon dioxide with subsequent desorption of carbon dioxide into the medium of water vapors amounting to at least 2.3 moles of water per mole of carbon dioxide. The obtained vapor-gas mixture is brought to a water-to-carbon dioxide molar ratio equal to 1.0 to 2.3 by condensation of water vapors at a constant pressure and temperature. The vapor-gas mixture of carbon dioxide and water vapors is subjected to conversion by their reduction in electrolyzer with solid oxide electrolyte at a temperature ranging from 1120 K to 1220 K and voltage not exceeding the thermoneutral one until synthesis gas of composition H2:CO=1.0 to 2.3 is obtained at the cathode and oxygen - at the anode of the electrolyzer. The obtained synthesis gas is cooled down by recuperative heat exchange with vapor-gas mixture of carbon dioxide and water vapors fed for conversion to electrolyzer.
