FIELD: traffic control. SUBSTANCE: invention refers to technical means of control over traffic necessary for manufacture of road signs, information signs, screens, licence plates of cars and trucks, of special elements to reveal objects in the dark, credit cards and so on. Cellular structure is manufactured from gauze cloth arranged to reflecting surface. Microballs are arranged on reflecting layer in cells of gauze cloth, are coated with protective film and kept at certain distances from each other electrostatically. Reflecting layer can be fabricated in the form of particles with reflecting surfaces placed into binder with following proportion of components, per cent by mass: binder 49.9-97.3; particles with reflecting surfaces 2.7-50.1. In this case microballs are submerged into reflecting layer and covered with protective film. In process of manufacture of light-returning material microballs are applied on to reflecting layer from surface of fluidized layer formed by microballs of specified size which is provided by application of proper force by way of forced oscillations with resonance frequency corresponding to inherent frequency of oscillations of microballs of proper sizes.
