FIELD: production of catalysts for petrochemical processes. SUBSTANCE: catalytic system for hydrochloration of acetylene to produce vinyl chloride contains VIII group metal compound and sterilely hindered amine hydrochloride with melting point as high as 25 C and having 8-35 carbon atoms and general formula R1R2R3C-Nh2•HCl wherein R1 and R2 are H, or, identical or different, alkyl or aryl groups; R3 is alkyl or aryl. Concentration of VIII group metal compound is 1-200 mmole per 1 l of amine hydrochloride. Preferably, this metal compound is palladium or platinum compound, more preferably, palladium or platinum chlorides.
