FIELD: building materials production. SUBSTANCE: binder which contains hemihydrous gypsum, portland cement, silica-containing mineral additive and dry superplasticizer is prepared by grinding of silica-containing mineral additive together with superplasticizer (its quantity being 30-60 % of total amount). The process is carried out till specific surface is 400-900 m2/kg, it is followed by mixing and by grinding with mentioned above gypsum, cement, residue of superplasticizer and with lime being added into it. Desired binder contains (mass %): portland cement 2.0-28.0, unslaked lime 2.5-7.0, silica-containing mineral additive 6.0-32.0, dry superplasticizer 1.6-3.0, hemihydrous gypsum the rest. Specific surface of desired binder is 500-1200 m2/kg. EFFECT: improves efficiency of the method. 4 tbl
