FIELD: civil engineering. SUBSTANCE: device has a casing inclined at an angle to horizontal plane. The casing is made in the form of a tube with charging and discharging pipes and vibrator. Electrode in the form of a rod of alternating dielectric and current conducting ring sections is installed coaxially in the casing using elastic diaphragms. The electrode has a drive to be moved in axial direction. The diaphragms are rigidly secured to the electrode and made of springy and elastic elements. The tube is made of sections arranged one above the other. An electrode is placed in each section. Outlet pipe of the first section is open to the charging pipe of the last section through springy sealed connection. One membrane of the upper section is placed in front of charging pipe. Other membrane is placed beyond discharging pipe. Membrane of the lower section is secured in front of charging and discharging pipes. Lower section may have a guide for moving the diaphragm placed in front of its discharging opening. Each diaphragm may be provided with a device for squeezing its members.
