FIELD: crushing materials. SUBSTANCE: method comprises cooling tires until they become brittle and grinding them. The cooling is conducted with the use of a cryogenic liquid. The grinding is carried out by affecting electric pulses. At first low voltage pulses are supplied to provided lightly conducting passageways in a material. Current pulses are then supplied at intervals of 10-50 ns. The device has outer perforated electrode 3 and inner electrode 4. The electrodes take a form of a tire and are provided with knives 5 and needles 6 which tightly abut against the surface of tire 1. Outer perforated electrode 3 is grounded. Downstream of the electrode are aerodynamic screens 7. Inner electrode 4 is connected to voltage pulse generator 9 through controllable discharger-trigger 8 and to current pulse generator 12 through high voltage input 10 and trigger 11. Voltage pulse source 9 and current pulse source 12 are connected with control system 13. Under electrodes 3 and 4 in cryostat 2 are separators 14. The bottom of the cryostate is provided with hoppers 15 for collecting crumb obtained. EFFECT: enhanced efficiency. 3 cl, 1 dwg
